Elections in Namibia: The political culture under a liberation movement as government

1989 marked not only the end of the wall separating the two Germanys: at the same time, the people of Namibia were in the final stage of decolonisation under a United Nations supervised transition and able to participate in the first free and general elections. 20 years later Namibians casted their votes in the fourth National Assembly and Presidential elections on 27/28 November 2009.The overwhelming support of SWAPO as the former liberation movement in government since Independence was a foregone conclusion.
We present and discuss an analysis of the elections in the context of Namibia’s political culture after two decades of democratic rule by a former liberation movement as government. Dr. Henning Melber will present an initial assessment. He joined SWAPO in 1974 and is the Executive Director of the Dag Hammarskjöld Foundation in Uppsala. Thoko Matshe from the Southern Africa office of the Olof Palme Center will be a discussant. A general debate with comments from observers in the recent elections will follow.
